Founded by Prof (Dr) Maharaj Kishan Bhan and Tata Trusts, HSTP catalyses health impact in states by delivering contextualised and evidence-backed recommendations to strengthen, enhance, and increase the efficiency of public health systems.
With its multidisciplinary team of public health experts, HSTP leverages knowledge for good by creating a space where theory meets practice, where policies are forged by evidence, and where healthcare delivery meets societal needs. With a focus on health equity, HSTP bridges systems and partners with global and national public health expertise to advance outcomes through implementation research.
HSTP pursues innovative approaches to strengthen health systems and contribute to evidence-based policy reforms, ensuring equitable healthcare access and improved health outcomes for the communities we serve.

HSTP’s strategy is to analyse the state of the healthcare system, identify opportunities for improvement, propose solutions to the state government, support them in the implementation of the accepted ones, and validate them through implementation research. We then turn our analysis, implementation research and findings to knowledge products that are available for use in alternative situations so that our research can achieve a scale large enough to make a difference at the national level.
Our USP lies in strengthening the public health system of states for scalable impact, and in strategic partnerships with governments. Our team has developed expertise in working with state government officials and state health systems aligning them to national objectives. We have been involved in some significant health interventions in partnership with states, developing models that are both reproducible and scalable in order to achieve better health outcomes.
HSTP has MoU with the governments of Odisha, Meghalaya, Karnataka and Madhya Pradesh to address different issues such as: strengthening urban primary health systems; developing strategies for digitization of health care in the states; developing long term investment plans in health sector; framing policies and strategies for strengthening the health care human resource; and building research capacity in health policy and systems. Beyond the state-level initiatives, we are actively involved in the nationwide implementation of the Government’s National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD).
