Dr. Aman Kr Singh

Lead - NP-NCD Programme & Senior Medical Advisor

Currently serves as the Lead – NP-NCD Programme, bringing 25 years of expertise as a Public Health Physician to this role. Dr. Singh has worked on sexually transmitted infections (STIs) and HIV/AIDS prevention and control, leading impactful initiatives across multiple countries. He has also been involved as an external STI expert with the World Health Organization in Geneva, where he has made significant contributions to the development of Global STI Guidelines that shape healthcare practices worldwide.

Dr. Singh now spearheads the implementation of a Pan-India Non-Communicable Diseases project through a strategic partnership between Tata Trusts/HSTP and the Government of India. His career exemplifies a commitment to evidence-based public health interventions and health policy development, with particular expertise in program design and implementation.

Vineet Seth

Chief Financial Officer at HSTP

Brings extensive expertise in financial management and statutory compliances. Mr. Seth, a Calcutta University Hons. Graduate with an MBA in Finance from Trinity College & University and a certified CSR professional from ICSI, has won CFONext 100 award in 2019 in recognition for his contribution to finance. He worked for over a decade with CRY – Child Rights and You as Associate General Manager (Finance) for the East Region successfully managing overall fund management, monitored budget performance, and ensuring legal & statutory compliances including financial reporting, external agency management and people management.

As the CFO of HSTP, Mr. Seth is dedicated to supporting the organization’s mission of enabling systems transformation towards providing equitable access to good quality affordable health services for improved health outcomes. In collaboration with Indian and global experts, Mr. Seth leverages his technical and analytical knowledge to drive economic procurement methods, ensure quality control, and facilitate timely delivery and payments.

Dr. Sudha Chandrashekar

Senior Advisor - Urban Health & State Lead - Odisha & Karnataka

Experienced in medical, research and administration fields with 25 years of national, state and global experience in universal health coverage, health financing, fiscal space, service delivery, and health systems including policy development and analysis, implementation support, and performance assessment working in Ministry of Health, Government of India, Department of Health, Government of Karnataka, advisor to various states like Odisha, Chhattisgarh, Meghalaya, Uttar Pradesh, Karnataka and Kerala on Universal Health coverage with a special focus on Ayushman Bharath Pradhan Mantri Jan Arogya Yojana and linkages to Ayushman Bharath Health and wellness centers.

Dr. Chandrashekar has had long term association for teaching and research with national and international academic organizations like NIMHANS, St. John’s research institute, London School of Hygiene and Tropical medicine and developmental partners such as the World Bank (WB) India and Ghana, Africa. She led and contributed to high-level policy dialogue for UHC, Anti-microbial resistance, medical audits, technical assistance, knowledge products, applied research activities, capacity building, and strategic partnerships in collaboration with multiple development partners including, WHO, Harvard T-Chan school of public health, Gates Foundation, among others.

Dr. N. Devadasan

Senior Advisor - India HPSR Fellowship Program

A medical graduate specialized in public health and health financing. After graduation, Dr. N. Devadasan joined ACCORD, establishing a comprehensive health system with the Adivasi communities in Gudalur, Nilgiris. Following ten years in this remote region, he served as Cluster Head for Communicable Diseases at WHO’s New Delhi office (2000-2003), contributing to the IDSP program and investigating three
Nipah virus outbreaks.

In 2005, Dr. N. Devadasan founded the Institute of Public Health in Bengaluru, focusing on health systems research, capacity building, and evidence-based policy development. After leading IPH for 14 years, he returned to teaching as an adjunct faculty at IPH, visiting professor at Karnataka State Rural Development and Panchayat Raj University in Gadag, and course director for the India Health Policy and Systems Research Fellowship Program. Throughout his career, Dr. Devadasan has trained over 1,000 professionals and published more than 50 articles in indexed journals.

Dr. Pratheeba John

Associate Director - Health Financing & Planning & State Lead - Meghalaya

With expertise in healthcare financing models, resource allocation strategies, public expenditure tracking, cost analysis and health accounting, Dr Pratheeba John plays a key role in strengthening health systems through evidence-based financial planning and policy engagement. Dr. John is an Associate Director at HSTP, where she leads the Health Financing and Planning vertical and serves as the State Engagement Lead for Meghalaya.

Dr. John actively collaborates with government agencies and stakeholders to drive reforms in health financing and other strategic areas of HSTP’s work. With over 15 years of experience in the health and development sectors, Dr. John has worked with leading organizations including the WHO India Country Office, Ministry of Health and Family Welfare, National Health Systems Resource Centre, Population Foundation of India and the Voluntary Health Services. An economist by training, she holds a PhD in Economics from the Institute for Social and Economic Change, specializing in health financing.

Dr. Deepti Sobat Tiwari

Senior Specialist - Human Resources for Health & State Lead - Madhya Pradesh

MBBS, Fellow in Diabetes (FID), PGDM (Health & Family Welfare) is a senior healthcare leader with 17+ years of expertise across clinical practice, health analytics, insurance, and public health policy. Currently. Dr. Deepti S. Tiwari leads the HRH initiatives at HSTP, focusing on competency assessment and capacity building. Previously served as the Medical Head at CARE Health and Aviva Life Insurance, managing claims exceeding 900 crore with a team of more than 250 doctors and implementing digital health assessment tools.

As NHA Medical Audit Specialist, she strengthened AB-PMJAY through anti-fraud strategies and supported UHC initiatives, ICD-11 implementation, and ABHA rollout. Dr. Tiwari’s extensive experience includes health system strengthening, policy development, implementation of national programmes and collaboration with WHO and World Bank. An IIM-certified leader, WHO-accredited ICD-11 trainer, and Insurance Institute faculty, she remains dedicated to creating accessible, cost-effective healthcare solutions without compromising the quality.
