Responding to India's efforts to fortify its health systems and address health disparities, the imperative for comprehensive health policy and systems research emerged. HSTP, guided by Harvard TH Chan School of Public Health was established with a singular goal to advance health policy and system research in India. Expanding its reach to states like Meghalaya, Odisha, & Chhattisgarh, HSTP fosters evidence-based policymaking & enhances stakeholders' capacities. Committed to addressing evolving state health system needs, HSTP remains responsive to states' needs, continually exploring new avenues for research and intervention on Health Financing & Planning, Health Systems Governance, HPSR, & Comprehensive Primary Healthcare.
Our Mission
Our mission is to conduct research in health policy and health systems to generate evidence and enable policy makers and practitioners translate that evidence to practice which can lead to better health outcomes. We also build capacities of researchers, policy makers and implementors to use the evidence generated by research to strengthen health systems.

Transforming Health Paradigm: From Healthcare to Holistic Wellness Through Systemic Strengthening
The pivotal insight that drove the need for India to shift her focus from healthcare to health and wellness was that ‘health outcomes are only as good as the health systems design.’ While a focus on health awareness and health promotion may increase health-seeking behavior and demand for health services, unless the existing system can cater to the demand, the loop remains incomplete. Hence a change in perspective was brought about where the need for a comprehensive health solution sparked the need for increased focus on strengthening the health systems.
The Genesis of HSTP
It was this transformative journey that resulted in the genesis of the HSTP as a collaborative effort between the TATA Trusts and the Bill & Melinda Gates Foundation (BMGF). Under the leadership of Late Prof (Dr) M K Bhan, HSTP was established in 2018 to advance health policy and system research (HPSR) within India.
Journey towards Health Systems Transformation
Guided by the Harvard TH Chan School of Public Health, HSTP began by assessing the public health system of Odisha. Drawing insights from Odisha, HSTP refined its methodologies and expanded its scope to evaluate the health systems of Meghalaya and Chhattisgarh.

Today, the journey of HSTP continues focusing on building capacities and generating evidence for health policy and systems strengthening. With a clear focus on key areas like Health Financing and Planning, Human Resources for Health, Service Delivery, Urban Primary Health Care, Non-Communicable Diseases, and Capacity Building for HPSR, HSTP is committed to sculpting sustainable solutions for a healthier, more equitable India.
